RUBS CHAPIN 209-464-6947 10-31-95 06:53 P.02
October S, 1995
state Water Resources Control Board
Division of Clean water Programs
Attu: Mr. [ieorge Lockwood
P.O. 11ox .944212
Sacramento, GA 94241-2120
RE: Chapin Brothers lnc. /Site#000557
Selection of Remediation Bid
mar Mr. Lockwood.
The}purpose of this letter is to gain pre-approval for the soil and groundwater remediation
phase at the site located at 1766 Monte Diablo Avenue in Stockton,California.
It is our desire that the proposal submitted by Larsh Geowiences be approved Lush
(kosciences has prepared a remediation plan which 1 feel will be more sucoessful and cost
effective in addressing the contaminatiom problem at the site_ In the Lush proposal, an
internal combustion engine would be used for a period not likely to exceed 6 maetnh aoftsr
which it would be replaced with a blower using activated carbon as the primary
control method. It seems that this approach would not only firm hefs Ol c flective
associated with the internal combustion engine, but would also provide
ineans to treat soil and groundwater hydrocarbons on a long-term basis.
I have included two additional bids that were prepared using the Final Remedial Plan
prepared by Geological Audit Service. I have spent a considerable amount of time
reviewing these bids and it appears that the lush Geoscience's bid is cast competitive. In
addition,l believe that if Wallace-Kuhl Inc. or Geological Technics Inc. were selected they
would first want to perform more investigative work and then in the final anAlygis
significantly change the remediation design. I feel that Mr. Lush has dealt with me in a
straight forward manner by preparing a bid that will not have to be amended and then be
re-reviewer)by Fund Staff.
Mr, Lockwood,l believe that the site and the State would be best served by starting the
remediation phase of the project rather than getting into the situation of studying the site
to death. If there are any questions feel free to contact me at any time.
Sincerely,
Russell F. Chapin
