INVESTMENTS
I'.
Board of Supervisors December 26;2003
Room 701
222 E Weber Ave:
Stockton, Ca. 95202
Attn. Victor Maw
As a property owner of a contaminated site(1766 Mounted Diablo)we have.`worked
within the process mandated.bythe.San.JoaquinEnvironmental Health and State
Underground Tank regulations to clean this site. Avery long time,.since 1991:
Within the last two years we have ask the SJEH to approve an application for"a Low
Risk Closure,"- only to be denied.. Our engineers doing the clean up (Advanced
GeoEnv.iornmental)have determined very little will be accomplished by continuing with
the process. Thus we recently again asked'the State Tank Fund and the County to allow a
Low Risk Closure..This application is being prepared and will submit within thirty days.
We feel this process has many problems both at the state level as well as the.county. This
frustration of not being able to control our oum property, having spent over$200,000.
Out of pocket as well as 5500,000. Of tank funds and being told by the County that
money spent and the cost was a non-issue, we simply decided to take whatever action
available to a tax payer.
We are asking Assemblywoman Barbara Matthews as well as the new Governor to
review this matter and perhaps a discussion with a board member. I certainly believe the
San Joaquin County should be in this loop.
We are providing a"Position Paper"for your review to better understand our position. If
you have any question please feel free to call.
Respectively;
Russell F.
