This has <br /> prompted me to provide the following concerns with the State Underground Tank Fund... <br /> As an owner of a Remediation site(1766 Monte Diablo)since 1991 we have spent over <br /> $200,000.00 out of pocket and an additional $500,000.00 from the tank fund. We have <br /> employed all the technology available(air sparing/soil extraction/pump &treat.)Etc. <br /> We are in the process of filing for a low risk closure. All previous attempts to close were <br /> denied, both the County and UST fund desire this process continue until we reach the <br /> clean up goals established within the Basin Plan by the Dept of Health Services. In my <br /> opinion these goals will never be achieved,many years ago the City of Stockton removed <br /> the only well due to a salinity problem, water is brackish and unfit to drink. <br /> I feel that contaminant concentration have been reduced to a level that would allow us to <br /> be successful in obtaining a Low Risk Closure. Engineering soil test have demonstrated <br /> no risk to the people in this area <br /> Your suggested performance audit would certainly assure a need of a more efficient <br /> program to get more"bang for the buck". <br /> Additionally, you are aware the legislature has extended the Underground Tank Fund <br /> from 2004 to 2011. Since most of the priority"A."and `B"needs were accomplished <br /> within the original time frame this extension will only serve the interest of the large oil <br /> companies(big pockets) <br />
