EXHIBIT A
1450 Harbor Blvd., Suite G
West Sacramento, CA 95691
(916) 325-2580
FAX (916) 325-2570
October 31, 1990
2097-P
Chapin Brothers, Inc .
1203 North Carlton Avenue
Stockton, California 95203
Attention: Mr. Russell F. Chapin
Subject : Proposal for Subsurface Environmental
Investigation
1766 Monte Diablo Avenue, Stockton, California
Dear Mr. Chapin:
This proposal presents our understanding of the status
of a service station located at 1766 Monte Diablo Avenue in
Stockton, California, and describes a proposed subsurface
environmental investigation necessary to evaluate whether
contamination of soil and groundwater has occurred and to
define the degree and lateral extent of contamination at the
site. The site includes two 4,000-gallon and two 8,000-
gallon underground storage tanks and one underground waste
oil tank which are 16 to 40 years old. The site was
i
formerly operated by Shell Oil Company .
Evaluation of contamination is desired in association
with the proposed sale of the site. We propose an
environmental investigation which will include drilling six
soil borings and installation of four groundwater monitoring
wells in four of the borings . Soil borings will be drilled
to the groundwater surface using a drilling rig equipped
with 6- to 8-inch diameter hollow stem augers . Based on our
experience in the area, we anticipate that groundwater will
be 10 to 15 feet below surface grade at the site. Soil
borings to be converted into monitoring wells will be
extended to a point approximately 10 feet below the
