Webber Avenue, 3rd Floor <br /> Stockton, CA 95201 <br /> Subject: Remediation Goals <br /> CHAPIN BROTHERS, INC. <br /> 1766 Monte Diablo Avenue, Stockton, California <br /> Dear Mr. Knoll: <br /> I <br /> At your verbal request of 09 August 2001 Advanced GeoEnvironmental, Inc. (AGE)has prepared <br /> this set of remediation goals for ground water extraction at the above referenced site. AGE <br /> understands that the San Joaquin County Public Health Services - Environmental Health Division <br /> (PHS-EHD)has added this following conditions to the work plan prior to approval. <br /> The California Regional Water Quality Control Board(Region Board) only acknowledges the clean <br /> up goals established within the Basin Plan. These clean up levels are the Maximum Contaminate <br /> Level (MCL) within drinking water established by the California Department of Health Services. <br /> These levels protect human health from contaminants during the consumption of water. Clean up <br /> goals for beneficial uses of the waters of the state are for directed at water bodies with current or <br /> potential use. <br /> However,these clean up goals may not be attainable for the Chapin Brothers site due to site-specific <br /> geologic conditions, the distribution of the hydrocarbon mass and the limitation of current <br /> effectiveness of remedial technology. Geologic conditions and the effectiveness of any proposed <br /> ground water extraction system may not achieve total mass removal, yet still remediate a significant <br /> percentage of the known dissolved hydrocarbon mass. <br /> As no active domestic water wells are located within a 2,000-foot radius of the Chapin Brothers site, <br /> AGE proposes that removal of 80 percent of the mass of dissolved hydrocarbons or diminished <br /> remediation effectiveness be acceptable alternative clean up goals for the site. <br /> 837 Shaw Road,Stockton, California 95215 <br /> Telephone (209) 467-1006 FAX(209)467-1118 <br />
