Box 2009 0 (1607 East Hazelton Avenue) 0 Stockton, California [iFo <br /> ia 95201 p <br /> (209) 468-3400 <br /> IMPORTANT DEADLINES FOR UNDERGROUND STORAGE TANK OWNERS <br /> California Code of Regulations (CCR), Title 23, Division 3, Chapter 16 <br /> California Health and Safety Code (H&S), Division 20, Chapter 6.7 <br /> 40 Code of Federal Regulations (CFR), Subpart H, Parts 280-281 <br /> December 22, 1990 All pressurized pipelines shall be equipped with automatic line leak detectors <br /> [California H&S Code, Section 25292(e)•]. <br /> July 1, 1992 Independent testing organization approval required for all USTs, piping and <br /> other components for new installations [CCR, Article 3, Section 2631(b)•]. <br /> January 1, 1993 Inventory reconciliation shall not be used as part of non-visual monitoring for <br /> existing USTs where groundwater level is.less than 20 feet below bottom of tank <br /> unless an approved Statistical Inventory Reconciliation method is being utilized. <br /> [CCR, Article 4, Section 2646 (b) and State Water Resources Control Board "LG- <br /> 123"]. <br /> December 31, 1993 All petroleum UST owners or operators must show financial responsibility to <br /> ensure that there will be money to help pay for the costs of corrective action and <br /> third party liability caused by an unauthorized release from the UST(s). (40 CFR, <br /> Part 280.90; California H&S Code, Section 25292.2; and CCR Section 2802.2). <br /> December 22, 1998 USTs shall be equipped with a leak detection system that will shut off pump <br /> when a leak occurs [CCR, Article 4, Section 2643(d)•]. <br /> Manual tank gauging shall not be used for tanks with secondary containment or <br /> tanks greater than or equal to 1,001 gallons [CCR, Article 4, Section 2645(b)]. <br /> Inventory reconciliation shall not be used for monitoring any UST [CCR, Article <br /> 4, Section 2646(c)]. <br /> USTs containing hazardous substances (non-motor vehicle fuel) shall have <br /> secondary containment [CCR, Article 6, Section 2662(a);]. <br /> Steel tanks containing motor vehicle fuels shall have secondary containment or <br /> interior lining and exterior cathodic protection [CCR, Article 6, Section 2662 <br /> (b)`]• , <br /> Overfill and spill prevention is required for all USTs [CCR, Article 6, Section <br /> 2663(a)*]. <br /> Secondary containment is required for all non-motor vehicle fuel piping. <br /> Secondary containment is required for motor vehicle fuel piping that is not <br /> fiberglass reinforced plastic or cathodically protected steel (CCR, Article 6, <br /> Section 2664'). <br /> * A permit to upgrade or repair the tank/fuel line system must be obtained from Public Health Services, <br /> Environmental Health Division. <br /> EH 23 088 8-20-92 <br /> A Division of San Joaquin County Health tare Ymces <br />
