July 1, 1992 Independent testing organization approval required for all USTs, piping and other components for new installations [CCR, Article 3, Section 2631(b)•]. January 1, 1993 Inventory reconciliation shall not be used as part of non-visual monitoring for existing USTs where groundwater level is.less than 20 feet below bottom of tank unless an approved Statistical Inventory Reconciliation method is being utilized. December 31, 1993 All petroleum UST owners or operators must show financial responsibility to ensure that there will be money to help pay for the costs of corrective action and third party liability caused by an unauthorized release from the UST(s). (40 CFR, Part 280.90; California H&S Code, Section 25292.2; and CCR Section 2802.2). December 22, 1998 USTs shall be equipped with a leak detection system that will shut off pump when a leak occurs [CCR, Article 4, Section 2643(d)•]. Manual tank gauging shall not be used for tanks with secondary containment or tanks greater than or equal to 1,001 gallons [CCR, Article 4, Section 2645(b)]. Inventory reconciliation shall not be used for monitoring any UST [CCR, Article 4, Section 2646(c)]. USTs containing hazardous substances (non-motor vehicle fuel) shall have secondary containment [CCR, Article 6, Section 2662(a);]. Steel tanks containing motor vehicle fuels shall have secondary containment or interior lining and exterior cathodic protection [CCR, Article 6, Section 2662 (b)`]• , Overfill and spill prevention is required for all USTs [CCR, Article 6, Section 2663(a)*]. Secondary containment is required for all non-motor vehicle fuel piping. Secondary containment is required for motor vehicle fuel piping that is not fiberglass reinforced plastic or cathodically protected steel (CCR, Article 6, Section 2664'). * A permit to upgrade or repair the tank/fuel line system must be obtained from Public Health Services, Environmental Health Division.
