SAN.JOAQUIN <br />COUNTY <br />Environmental Health Department <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />FDate:INDUSTRIAL <br />RAILWAYS COMPANY - <br />1645 CHEROKEE RD, STOCKTON <br />02, 2018 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />301 <br />CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br />Several piles of treated wood waste along the western fence line and.one pile adjacent to the west side of the trailer <br />were observed on the ground without labels and not properly stored. Facilities shall be maintained and operated to <br />minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could <br />threaten human health or the environment. Immediately manage the treated wood waste according to Title 22 <br />hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br />managed. <br />This is a repeat violation, Class II. <br />601 <br />CCR 66262.34(a) Stored hazardous waste on site longer than 90 days without a permit or authorization. <br />Several piles of treated wood waste along the western fence line and one pile adjacent to the west side of the trailer <br />were observed on the ground without labels. Facilities who generate more than 1000 kg of hazardous waste per <br />month may store waste on site up to 90 days. Since it cannot be determined how long the treated wood waste has <br />been on site immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and <br />submit a copy of the manifest to the EHD. <br />This is a Class II violation. <br />605 <br />CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />Several piles of treated wood waste along the western fence line and one pile adjacent to the west side of the trailer <br />were observed on the ground without labels. All hazardous waste containers shall be marked with the following <br />information: <br />- the words "Hazardous Waste' <br />- name and address of generator <br />- hazardous properties <br />- physical state <br />- composition (contents) <br />- accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by August 2, 2018. <br />Inspector provided: Return to Compliance certification, flier for free CUPA classes, treated wood waste fact <br />sheet, CERS contingency plan form <br />Waste Streams Observed: <br />-Treated Wood Waste <br />FA0003688 PRO528478 SCO01 07/02/2018 <br />EHD 22-02 Rev. 10/3112017 Page 6 of 7 Large Quantity Hazardous Waste Generator OIR <br />1868 E.
