M K L E 1 N F E L D E R <br /> ATTACHMENT A <br /> Proposal <br /> Limited Soil and Groundwater Assessment <br /> The Learner Company <br /> Stockton, California <br /> FILE NO 20-YPO-307 <br /> October 6, 2000 <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this proposal to The Learner Company This proposal was <br /> developed based on conversations with Mr Terry Loeser of The Learner Company regarding <br /> potential environmental issues at the site Kleinfelder is committed to providing quality service <br /> to its clients, commensurate with their wants, needs and desired level of risk If a portion of this <br /> proposal does not meet the needs of The Learner Company or if those needs have changed, <br /> Kleinfelder will consider appropriate modifications, subject to the standards of care to which we <br /> adhere as professionals Modifications such as changes in scope, methodology, scheduling, and <br /> contract terms may result in changes to the risks assumed by The Learner Company as well as <br /> adjustments to our fees <br /> This proposal has been prepared at the request of The Learner Company to evaluate potential soil <br /> and/or groundwater contamination at the site of the former underground storage tanks located at <br /> the facility This proposal is prepared in accordance with the workplan approved by San Joaquin <br /> County Public Health Services Environmental Health Division (PHS/EHD) dated June 1997, <br /> which was prepared by Clayton Environmental Consultants, Inc <br /> BACKGROUND <br /> On August 2, 1996 two USTs were removed from the Learner facility Soil and groundwater <br /> samples were collected for analyses Soil and groundwater results were noted as positive for the <br /> presence of Total Petroleum Hydrocarbons-diesel (TPH-D),Total Petroleum Hydrocarbons-gas <br /> (TPH-G), methyl tertiary butyl ether (MTBE), and benzene, toluene, ethylbenzene, and xylene <br /> (BTEX) <br /> On June 12, 1997, PHS/EHD approved a workplan prepared by Clayton Environmental <br /> Consultants, Inc (Underground Storage tank Site Investigation Workplan, June 1997, Project <br /> No 51-97016 00) to perform further site investigation <br /> PHS/EHD, in a letter dated September 14, 2000 has directed The Learner Company to comply <br /> with the approved workplan and implement the tasks outlined in the workplan <br /> • <br /> 20-YPO-307/2000P358/20000508 Page A-1 <br /> Copynght 2000,Kleinfelder,Inc October 6,20000 <br />
