Cherokee, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />This is a follow-up hazardous waste inspection of the referenced facility billable at current San Joaquin <br />County Environmental Health Department (EHD) hourly rate. The following Item #20 is a Repeat Class <br />II violation, and #8,11, and 23 are Minor Violations - Notice to Comply. <br />8. This facility's EPA ID number is inactive. <br />-- A hazardous waste generator shall not treat, store, dispose of, transport or offer for transportation, <br />hazardous waste without an EPA ID number. <br />* Immediately contact DTSC and reactivate your EPA ID number and submit evidence to the EHD by <br />June 20, 2011. A form has been provided. <br />11. Observed oil on shop floor leaked from removed engines waiting to be recycled as scrap metal. <br />-- Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release <br />of hazardous waste to air, soil, or surface water which could threaten human health or the environment. <br />Immediately , and manage according to Title 22 hazardous waste regulations. <br />* Submit a statement and supporting documentation explaining how this waste was managed by June <br />20, 2011. <br />20. (Repeat) Missing accumulation start date on label of two 55 -gallon used -oil containers. <br />-- All hazardous waste containers shall be marked with the following information: <br />1. the words "Hazardous Waste", 2. name and address of generator, 3. hazardous properties <br />4. physical state, 5. composition (contents), 6. accumulation start date <br />* Immediately label these containers and ensure that all containers are marked with all the required - <br />information. <br />+ Owner provided disposal receipts of used oil dated March 8, 2011, and stated the latest new <br />accumulation start date wasn't put on because the labels had run out of space. The new accumulation <br />start date was marked on a new hazardous waste label. Violation has been corrected on site. <br />23. Bills of lading for the recycling of used oil filters for the last three years were not found on site. <br />Generator stated they had never been kept in the past. <br />-- A copy of each bill of lading must be kept on site for at least three years. Facilities that generate up to <br />one ton of used oil filters per year may store the filters up to one year. <br />* Immediately begin maintaining them on site, and submit a statement that this will be complied to the <br />EHD by June 20, 2011. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122). <br />HIS FA 1 TY IS SUB ECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD In pe r: <br />Re a By: <br />Title: <br />EHD 2 2-003 feev Q8110110'' C// <br />/ CONTINUATION FORM <br />
