_�jx'__ = <br />The owner or operator shall maintain aisle space to allow the unobstructed movement of <br />personnel, fire protection equipment, spill control equipment, and decontamination equipment <br />to any area of facility operation in an emergency, unless it can be demonstrated to the <br />Department that aisle space is not needed for any of these purposes. <br />Immediately, provide the necessary aisle space to allow response to emergencies. <br />Violation 401, CCR 66265.171. Failed to store hazardous waste in a container that is in <br />good condition. <br />Boxes, buckets, drums, and containers, throughout showed evidence of damage, corrosion or <br />incompatibility in the following areas: <br />West <br />• Multitude of pallets near the entrance on both the east and west sides held hazardous <br />materials in 5 gallon buckets and 55 gallon drums. The buckets were single, double and <br />triple stacked. Some were wrapped in shrink wrap. All of these materials were sitting <br />exposed to the elements; conditions which ranged from low (29°C) to high (103°C) <br />temperatures, wind, rain, etc. for unknown periods of time. Several containers were <br />cracked, deteriorated, and open allowing the contents to release onto each other, pallets <br />and the ground. Liquids had evaporated, turned to goo, solidified and/ or cracked. <br />Solids had melted, evaporated, and cracked. <br />• Throughout this area were pallets with hazardous materials that had been brought to <br />this location from 2000 Sanguinetti Lane. Items on these pallets were sitting exposed to <br />the elements in high heat for unknown periods of time. Most containers were cracked, <br />Page 18 of 39 <br />
