Channel, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />This is the final version of the Official Inspection Report This version supersedes the previous <br />Checklist Only provided on 6118/2014. <br />610, 611. Observed one used oil filter in "Building Southeast" not stored in a container nor properly <br />labelled and therefore is considered to have been stored longer than one year (Photo#46). Used oil <br />filters must be stored in a closed, rainproof container, labeled as "drained used oil filters," and marked <br />with an accumulation start date. Facilities that generate up to one ton of used oil filters per year may <br />store the filters up to one year. Immediately ensure that all used oil filters are managed in this way, and <br />recycle the filter under a bill of lading and submit a copy of the bill of lading to the EHD by <br />703. An emergency coordinator and modified contingency plan information is lacking, and failed to return <br />to compliance for the same violation cited in the 08/30/2013 Report. There must be at least one <br />emergency coordinator on site or on call to coordinate emergency response measures, and the following <br />information must be posted by a phone: the name and phone number of the emergency coordinator; <br />location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of <br />the fire department, unless the facility has a direct alarm. Immediately appoint an emergency <br />coordinator and post the required information by a phone. A form has been provided to you during this <br />inspection that can be used for this purpose. Submit proof of correction to the EHD by 9/15/2014. <br />804, 806, 808, 809. Observed two Universal Waste fluorescent lamp (lamp) in "Building West" (Photo <br />#16), one by file storage (Photo #36), at least six in "Building Southeast" (Photo #45), at least six outside <br />"Building South" (Photo #34), none of which was stored in container nor labelled, and is therefore <br />considered to have been stored longer than one year. Generator also failed to return to compliance for <br />the same violation cited in the 08/30/2013 Report. Universal Wastes, including aerosol cans, lamps, <br />alkaline batteries, mercury containing switches, CRT, electronic devices, etc. shall be stored in a closed <br />container that prevents breakage and release to the environment, and the waste containers shall be <br />marked to identify the type of Universal Waste and demonstrated the initial date of accumulation. <br />Universal waste shall be managed within one year of storage, and a copy of the disposal receipt for the <br />waste be retained on site for at least 3 years.
