Observed one used oil filter in "Building Southeast" not stored in a container nor properly labelled and therefore is considered to have been stored longer than one year (Photo#46). Used oil filters must be stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an accumulation start date. Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. Immediately ensure that all used oil filters are managed in this way, and recycle the filter under a bill of lading and submit a copy of the bill of lading to the EHD by 703. An emergency coordinator and modified contingency plan information is lacking, and failed to return to compliance for the same violation cited in the 08/30/2013 Report. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A form has been provided to you during this inspection that can be used for this purpose. Submit proof of correction to the EHD by 9/15/2014. 804, 806, 808, 809. Observed two Universal Waste fluorescent lamp (lamp) in "Building West" (Photo #16), one by file storage (Photo #36), at least six in "Building Southeast" (Photo #45), at least six outside "Building South" (Photo #34), none of which was stored in container nor labelled, and is therefore considered to have been stored longer than one year. Generator also failed to return to compliance for the same violation cited in the 08/30/2013 Report. Universal Wastes, including aerosol cans, lamps, alkaline batteries, mercury containing switches, CRT, electronic devices, etc. shall be stored in a closed container that prevents breakage and release to the environment, and the waste containers shall be marked to identify the type of Universal Waste and demonstrated the initial date of accumulation. Universal waste shall be managed within one year of storage, and a copy of the disposal receipt for the waste be retained on site for at least 3 years. Immediately dispose of the above Universal Waste lamps and electronic waste in accordance to Title 23, and submit a copy of the disposal receipt to EHD by 9/15/2014. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
