Manifest numbers 002570518SKS (1/25/11), 002844077SKS (8/30/11), 002663763SKS (11/23/11), 000038492DAT (12/8/11), and 002952770SKS (1/10/12) were not found on site. Copies of three of the manifests were located on the transporter's website, but TSDF signed copies could not be found. Hazardous waste generators shall retain copies of all manifests for three years or until a copy signed off by the destination facility is received. The signed off copy shall be retained and made readily available for review for three years. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 35 days of the date the waste was accepted by the initial transporter, the generator shall contact the transporter and/or the owner or operator of the designated facility to determine the status of the waste. If the generator did not receive a copy of the signed off copy of the manifest within 45 days of the date that the waste was accepted by the initial transporter, the generator shall submit an Exception Report that includes a legible copy of the missing manifest, and a cover letter signed by the generator explaining the efforts to locate the hazardous waste and the results of those efforts. Exception reports shall be submitted to. DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 Immediately locate a copy of the missing manifests or prepare and submit an exception report to DTSC. By September 19, 2013, submit to the EHD a copy of the signed off copy of the manifests or a copy of the exception report submitted to DTSC. REPEAT VIOLATION 610. A blue metal bin of drained used oil filters was observed without an accumulation start date. According to the records on site, the bin was emptied on August 13, 2013. Used oil filters must be stored in a closed, rainproof container, labeled as "drained used oil filters, and marked with an accumulation start date. Immediately label the date on the container and ensure that all used oil filters are managed in this way. REPEAT VIOLATION Complete and submit a copy of the Return to Compliance Certification to the EHD by September 19, 2013 along with a statement documenting the corrective actions that have been or will be taken for each violation and any supporting paperwork. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
