STOCKTON <br />jary 08 2016 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />403 <br />CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />Gear oil waste was observed stored in the spill pallet under the gear oil drums. According to Mr. Shannon, the oil in <br />secondary is pumped out by Safety-Kleen when they pick up the used oil. All hazardous waste containers shall be <br />closed at all times except when adding or removing waste. Immediately close this container, or place the waste in a <br />properly closed container, and ensure all hazardous waste containers are closed when not adding or removing <br />waste. <br />This is a minor violation. <br />407 <br />CCR 66261.7(f) Contaminated container not marked with date emptied or managed within one year of being <br />emptied. <br />Seven 55 gallon drums which previously held oil were observed in the outside waste storage area without the date <br />emptied. Containers larger than five gallons that previously held a hazardous material shall be marked with the date <br />they were emptied and managed within one year of being emptied. Immediately mark and manage all empty <br />containers per this section. <br />This is a repeat violation, Class Il. <br />605 <br />CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br />Gear oil waste was observed stored in the unlabeled spill pallet under the gear oil drums. According to Mr. <br />Shannon, the oil in secondary is pumped out by Safety-Kleen when they pick up the used oil.. All hazardous waste <br />containers shall be marked with the following information: <br />- the words "Hazardous Waste" <br />- name and address of generator <br />- hazardous properties (ignitable, corrosive, reactive, toxic) <br />- physical state (liquid, solid) <br />- composition (contents) <br />- accumulation start date <br />Immediately label this container, or place the waste in a properly labeled container, and ensure that all hazardous <br />waste containers are marked with all the required information. <br />This is a repeat violation, Class ll. <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />The blue metal bin of used oil filters was observed incorrectly labeled as hazardous waste used oil. Used oil filters <br />shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," and <br />marked with an accumulation start date.
