(R & L) operates a diesel machinery parts and <br /> maintenance service at its yard on west Lane in the City of Stockton. The <br /> yard is paved and sloped to the adjacent streets and railroad right of way <br /> for rein water drainage. <br /> One of the services provided is steam cleaning of engines. The oily water <br /> from this cleaning operation discharges to a redwood lined pit and drain <br /> field. The Regional water quality Control Board has instructed the company <br /> to replace this oily water collection and handling system with a new system <br /> which will prevent contamination of the soil and/or ground water. <br /> Cleanup <br /> The steam cleaning operation will be shut down during the cleanup. <br /> The pit will be emptied of all liquid by a waste disposal company approved <br /> to handle oily waste. This will be accomplished by means of a vacuum truck <br /> which will transport the liquid waste to a suitable covery/disposal <br /> facility offsite. <br /> plastic sheet will be placed on the pavement in a suitable area of the yard <br /> and the redwood boards, contaminated soil, gravel and sand will be removed <br /> from the pit by means of a backhoe and placed on top of the plastic sheet. <br /> This waste pile will be covered with additional plastic to prevent leaching <br /> by rain water. All liquid drai nage from the waste solids will also be <br /> contained on the plastic. <br /> The pit and drain field will be excavated until all areas show no visual <br /> evidence of oil or grease contamination. Mr. Harlin D. Knoll of the <br /> Environmental Health Division of the San Joaquin Health District will be <br /> notified and requested to inspect the excavation. All excavated material <br /> will be stored on site (covered) until completion of this inspection. <br /> Upon approval from Mr. Knoll, the excavation will be filled with clean fill. <br /> The waste material will be sampled and analyzed and sent to an appropriate <br /> disposal site. <br />
