Rokoszewski Sent by Certified and Regular Mail <br /> R 8, L Diesel Service, Inc. <br /> 2417 West Lane <br /> Stockton, CA 95205 <br /> RE: Engine/Part Steam Cleaning Area and Sump <br /> NOTICE TO ABATE IMMEDIATELY <br /> The San Joaquin County Environmental Health Department(EHD)conducted a hazardous waste <br /> inspection on September 30, 2009 at 2417 West Lane, Stockton. The inspector observed a parts/ <br /> engine steam cleaning area between the office and the shop area. The steam cleaning area has a <br /> collection trench and sump for oily waste draining from the parts being cleaned. Liquid and solid oily <br /> waste is stored in the sump until disposal or pump out into an above ground hazardous waste <br /> container or tank. The collection sump is considered an underground storage tank as defined by <br /> California Health and Safety Code Section 25281(y)(1). The collection sump cannot be brought into <br /> compliance as an underground storage tank(UST)due to its structure. <br /> Violations: <br /> California Health and Safety Code Section 25284(a)(1)— Except as provided in subdivision (c), no <br /> person may own or operate an underground storage tank unless a permit for its operation has been <br /> issued by the local agency to the owner or operator of the tank. <br /> Corrective Action: <br /> Immediately stop storing oily waste in the unpermitted UST. <br /> In order to continue the steam cleaning operation, at this location, please contact Rodney <br /> Estrada, Acting Program Coordinator REHS,with the EHD Liquid Waste Unit. His telephone <br /> number is (209)468-0331. <br /> Please be advised that failure to comply with the above noted corrective action may result in further <br /> legal action.
