r , <br /> S ?�r <br /> May 27 2014 <br /> MAY 2 812014 <br /> San Joaquin County ENVIRONMENTAL HEALTH <br /> Environmental Health Department DEPARTMENT <br /> 1868 East Hazelton Avenue <br /> Stockton, CA 95205-6232 <br /> RE: Weber Institute of Technology Return To Compliance Certification <br /> On April 30, 2014 Stacy Rivera of the San Joaquin County Environmental Health Department <br /> performed a hazardous waste inspection at Stockton Unified School District's (SUSD) Weber <br /> Institute of Technology. This response will serve as the Return to Compliance Certification. <br /> Included in this response are corrective actions taken by SUSD to address the findings. <br /> FINDING #108 — FAILURE TO CHARACTERIZE WASTE (VINEGAR, WINDEX AND METAL FINES: <br /> SUSD is developing Standard Operating Procedures (SOPS) for all sites that generate hazardous <br /> waste. SOPS will include guidance on making a hazardous waste determination. Included will <br /> be chemical names and common names of waste from Title 22 California Code of Regulations <br /> (CCR) 22, division 4.5, chapter 11, appendix X. Any waste on either of these lists will be <br /> presumed to be hazardous and managed as such, unless the generator can confirm through testing <br /> (e.g. pH) or knowledge (e.g. information obtained from MSDS) that the waste is non-hazardous. <br /> All metal fines generated by SUSD will be managed as a RCRA hazardous waste because of the <br /> potential for the fines to fail TCLP for Federally regulated metals such as lead. <br /> FINDING #122 & 125 — RECYCLE RECORDS FOR USED OIL, USED ANTIFREEZE AND PARTS <br /> WASHER NOT AVAILABLE: The auto shop instructor is responsible for maintaining records for <br /> used oil, used antifreeze and parts wahser and was unable to locate records. These records are <br /> currently unavailable, management and retention of disposal and recycle records will be <br /> addressed in SUSD SOPS and 2014 training. <br /> FINDING #128 — RECYCLE RECORDS FOR USED OIL FILTERS NOT AVAILABLE: The auto shop <br /> instructor has been responsible for maintaining records for used oil filters and was unable to <br /> locate records.
