The requirements for tanks
are largely dependant upon the age of the system, the type of waste in the tank, and in
some cases, the total amount of waste generated by the facility. This letter includes a
short checklist/worksheet to assist you in determining the proper status of the tank or
tank system.
Where do I start?
The first step in determining a tank or tank system's requirements is to determine when
the tank was installed, what type of waste in held in the tank, the use of the tank
(treatment vs. accumulation/storage) and the facility's accumulation status. There are
seven basic groups, each of which has its assessment standards outlined in an
appendix to this TIP:
1. Tiered Permitting system tanks (Conditional Exemption, Conditional
Authorization or Permit -by -rule)
2. Existing tank, non-RCRA waste accumulation only
3. New tank, non-RCRA waste accumulation only
4. Existing tank, RCRA waste accumulation, RCRA exempt/RCRA conditionally
exempt small quantity generator (CESQG)/RCRA small quantity generator
(SQG)
5. New tank, RCRA waste accumulation, RCRA exempt/RCRA conditionally
exempt small quantity generator (CESQG)/RCRA small quantity generator
(SQG)
6. Existing tank, RCRA waste accumulation only
7. New tank, RCRA waste accumulation only
In most cases, the installation of secondary containment that meets regulatory
standards will eliminate the need for ongoing assessment of tank integrity.
What is a Tiered Permitting system tank?
A Tiered Permitting system tank is any tank that is used as an integral part of an onsite
treatment system authorized under Permit -by -rule, conditional authorization, and/or
conditional exemption.
