Water Street <br />Stockton, CA 95202 <br />Dear Mr. Parissi, <br />The following is a written follow-up to our January 4, 1993 telephone conversation <br />regarding the fuel spill at Safeway's Distribution Center located in Tracy: <br />On December 25, 1992 at approximately 2:OOAM, there was an accidental diesel spill at <br />the Tracy facility at 16900 E. Shulte Road. The spill occurred while off loading a transport <br />tanker into Tank 3 (South tank) at the above -ground tank farm. The transport tanker is <br />operated by Redwood Oil Co. <br />Due to the holiday there were no personnel working and, contrary to Company policy, <br />Security allowed the tanker on site. The tanker driver had unloaded the last of the fuel <br />from the compartment when he noticed the fuel overflowing from the inspection man hole <br />on the West end of the tank. The driver notified Security, who contacted the Maintenance <br />Manager at his home. Absorbent pads were used to dike the fuel to keep it from <br />spreading and entering into the storm drains. The manager arrived at 2:55AM and <br />directed the use of absorbent floor clay and additional pads to soak up all standing fluids. <br />All the diesel had been absorbed and stabilized by 3:45AM. No fuel entered the storm <br />drains. The material was swept into piles which were placed in D.O.T. drums and <br />transported for disposal by Redwood Oil's Safety officer at 9:30AM. <br />The quantity of the spill was estimated between 75 to 100 gallons. The apparent cause <br />was that the gauge on the tank registered incorrectly and the audible alarm on the tank <br />had not warned of the potential over -fill. We have contacted the manufacturer of this <br />malfunctioning gauge and it is being repaired under warranty. Security has been notified <br />by letter that they are never to allow a tanker on site unless Truck Repair personnel are <br />on site to assist in unloading. <br />Please call if there are any further questions. <br />Sin re <br />Melita Elmore <br />Vice President <br />Environment, Health & Safety <br />i?
