Kennedy/Jenks Consultants <br /> Section 1: Introduction <br /> This Site Health and Safety Plan (HASP), developed in accordance with Occupational Safety <br /> and Health Administration (OSHA) standards for hazardous waste operations <br /> (29 CFR 1910.120), and California OSHA (CalOSHA) Standards (8 CCR 5192), establishes <br /> general health and safety protocols for Kennedy/Jenks Consultants (Kennedy/Jenks) personnel <br /> at Union Pacific Railroad Company's (Union Pacific's) Former Tracy Railyard located at <br /> 780 E. Sixth Street in Tracy, California (the site). As needed, addenda containing activity- <br /> specific health and safety protocols will be prepared and attached to this HASP prior to the <br /> initiation of each additional phase of field activity. The HASP and activity-specific addenda, as a <br /> minimum, contain the following information: <br /> • Names of key personnel and alternates responsible for site health and safety and <br /> appointment of a Site Safety Officer(SSO). <br /> • A health and safety risk evaluation for each site task and operation. <br /> • Personal protective equipment (PPE) to be used by employees for each site task and <br /> operation being conducted. <br /> • Medical surveillance requirements. <br /> • Frequency and types of air monitoring, personal monitoring and environmental sampling <br /> techniques and instrumentation to be used. Methods of maintenance and calibration of <br /> monitoring and sampling equipment to be used. <br /> • Site control measures. <br /> • Decontamination procedures. <br /> • Site's standard operating procedures. <br /> • An Emergency Response Plan that addresses effective site response to emergencies. <br /> For informational purposes only, this plan may be provided to subcontractors of Kennedy/Jenks <br /> involved in activities at the site, interested regulatory agencies, or others. However, entities and <br /> personnel other than Kennedy/Jenks shall be solely responsible for their own health and safety <br /> and shall independently assess onsite conditions and develop their own health and safety <br /> protocols. Entities or personnel that anticipate using health and safety measures which are less <br /> stringent than Kennedy/Jenks' measures should immediately contact the Kennedy/Jenks SSO. <br /> Kennedy/Jenks has developed a corporate health and safety program (Kennedy/Jenks <br /> Consultants, Industrial Services Group, Corporate Health and Safety Program, January 2002). <br /> The corporate program complies with current health and safety regulations, including <br /> OSHA 29 CFR 1910.120, Hazardous Waste Operations and Emergency Response, and <br /> CalOSHA Standards (8 CCR 5192). Many of the protocols of the corporate program are <br /> conducted on a routine basis (general training, respirator fit testing, general medical record <br /> keeping, etc.) and are not repeated herein.
