• Petroleum nydroearbon and lead impacts in soil and groundwater on approximately <br /> 2 acres of Multimodal North. <br /> • An unspecified quantity of oil-filled sumps and large stockpiles of soil and debris on <br /> Multimodal North. <br /> • Buried petroleum pipeline at the northern boundary of Multimodal North. <br /> • Previously identified soil and groundwater impacts. <br /> Representatives of Geocon performed observations of the Site on March 13 and August 13, 2003 <br /> from public thoroughfares. Slag ballast materials (associated with elevated heavy metals in shallow <br /> soil) were observed scattered throughout the Site and rail bed areas. Additional concerns include the <br /> potential presence of pesticide and herbicide residues. <br /> Geocon also reviewed historic UP maps and identified the following recognized environmental <br /> conditions: <br /> • Water well near southern boundary of Multimodal North. <br /> • Buried petroleum pipelines at the southern boundary of Multimodal South. <br /> The recognized environmental conditions with known locations are shown on Figure 3. <br /> PROJECT SCOPE <br /> The scope of services is presented as follows: <br /> Pre-field Activities <br /> • Prepare a Health and Safety Plan to provide guidelines on the use of personal protective <br /> equipment'(PPE) during the field activities. The Health and Safety Plan will also provide <br /> guidelines on the use of onsite monitoring equipment and action levels for upgrades to higher <br /> PPE. <br /> Provide this Workplan to San Joaquin County Environmental Health and obtain required <br /> drilling permit. <br /> • Retain the services of a private underground utility locator to clear proposed sample location, a <br /> driller to perform direct-push sampling, and a California-licensed laboratory to perform the soil <br /> and grab-groundwater analyses. <br /> • Contact Underground Service Alert (USA) and the UP utility hotline a minimum of 48 hours <br /> prior to job site mobilization to advise subscribing utility companies of-the soil excavation and <br /> sampling activities. <br /> Project No. S8675-06-01 -3 - October 16,2003 <br />
