Spill Prevention,Control,and Countermeasures Plan <br /> City of Ripon <br /> Fueling Station <br /> Page 13 <br /> Safety Code Chapter 6.67, Section 25270.4.5, the Facility has prepared an SPCC plan using the format <br /> required by Part 112. <br /> 1.12 QUALIFIED OIL-FILLED OPERATIONAL EQUIPMENT [40 CFR 112.7(k)] <br /> Oil-filled operational equipment are devices with oil storage present solely to support the function of the <br /> apparatus. The facility is not equipped with oil-filled operational equipment. <br /> 2.0 REQUIREMENTS FOR ONSHORE FACILITIES [40 CFR 112.81 <br /> The Facility meets the requirements for onshore facilities as described in the following sections. These <br /> SPCC Plan sections follow the general order of 40 CFR 112.8. <br /> 2.1 GENERAL SPCC PLAN REQUIREMENTS [40 CFR 112.8(a)] <br /> This SPCC Plan has been prepared and organized to follow the requirements of 40 CFR 112.7. See Cross <br /> Reference Matrix for Non-Production Facilities. <br /> 2.2 FACILITY DRAINAGE [40 CFR 112.8(b)(1)through(5)] <br /> Facility compliance with the regulatory provisions of 40 CFR 112.8 (b)(1)through(5)is listed below: <br /> 1) Restrain drainage from diked storage areas by valves to prevent a discharge into the drainage <br /> system or facility effluent treatment system, except where facility systems are designed to control <br /> such discharge. <br /> Not applicable. Diked storage areas are not used. <br /> 2) Use valves of manual, open-and-closed design,for the drainage of diked areas. <br /> Not applicable. Diked storage areas are not used. <br /> 3) Design facility drainage systems from undiked areas with a potential for a discharge(such as where <br /> piping is located outside containment walls or where tank truck discharges may occur outside the <br /> loading area) to flow into ponds, lagoons, or catchment basins designed to retain oil or return it <br /> to the facility. <br /> Facility ASTs are double walled. Surface drainage through undiked (outside containment) oil <br /> storage areas flows towards storm drains and sewer drains connected to OWS. <br /> 4) Iffacility drainage is not engineered as in paragraph(b)(3)of this section, equip the final discharge <br /> of all ditches inside the facility with a diversion system that would, in the event of an uncontrolled <br /> discharge, retain oil in the facility. <br /> Given Item 3 above, storm drain covers are available to control discharges to the City's storm drain <br /> system. Drain covers are to be made accessible to City employees and oil delivery drivers and are <br /> to be stored near oil storage areas. <br /> 5) Where drainage waters are treated in more than one treatment unit and such treatment is <br /> continuous, and pump transfer is needed,provide two "lift"pumps and permanently install at least <br /> one of the pumps. <br /> Drainage water is not treated at this Facility therefore this requirement does not apply. <br /> �i� CONDOR <br />
