Spill Prevention,Control,and Countermeasures Plan <br /> City of Ripon <br /> Fueling Station <br /> Page 16 <br /> 4.0 FACILITY RESPONSE PLAN [40 CFR 112.201 <br /> Due to its location,the Facility cannot reasonably be expected to cause substantial harm to the environment <br /> by discharging oil into navigable waters of the United States. In addition, the oil capacity is under the <br /> Facility Response Plan threshold of 1,000,000 gallons. Consequently, a Facility Response Plan is not <br /> required. <br /> 5.0 LIMITATIONS <br /> This SPCC Plan was written in general conformance with the Federal Oil Pollution Prevention regulations <br /> found in Title 40 of the Code of Federal Regulations Part 112 (40 CFR part 112) as of the date of <br /> preparation.A cross-reference matrix is not required to be prepared,but one has been included to facilitate <br /> the use of this SPCC Plan. The SPCC Plan is based on observations made during our site visit and <br /> information provided by City of Ripon. No independent mechanical or integrity inspection of the fueling <br /> system and its operations, loading/unloading, storage systems, components, and features was performed. <br /> The scope of work did not include review of compliance with state and local building, fire, or electrical <br /> codes. <br /> City of Ripon is solely responsible for implementation of this SPCC Plan.This Plan is not complete without <br /> full implementation of the requirements of 40 CFR Part 112.
