Status of Upgrade Permits
Page 2
and certified sound by a special inspector, the product piping must be pressure tested with an inert gas, dispenser
containment must be installed if extensive piping repair or replacement is necessary, anc corrective action must be
performed if contamination is found. These requirements were also explained at an EH upgrade training session
cosponsored with the State Water Resources Control Board on December 2, 1997, and were discussed by EHD staff
with ARCO's Environmental Compliance Administrator in June 1998. These requirements are being consistently
applied throughout San Joaquin County.
To facilitate ARCO's efforts to comply with these requirements by December 22, 1998 and to allow issuance of
Upgrade Compliance Certificates, the EHD will expedite review of any workplans submitted by ARCO that address
Title 23, CCR, Sections 2660(i)(k)and 2662 (a)of the State regulations. In addition, in order to meet this deadline,
EHD staff will be available for construction inspections during normal business hours and by appointment as
necessary on evenings and weekends. To schedule any of these remaining inspections, please contact Doug Wilson,
Supervising REHS,at(209)468-3446. I will assure that your workplans and construction inspections are reviewed
and scheduled by staff accordingly. If you or other attorneys representing ARCO have any further questions or
concerns, please contact either DeeAnne Watkins, or in her absence, Michael McGrew, with the Office of County
Counsel,at(209)468-2980.
Sincerely,
i
C-YLYt-k--
Donna
-Donna Heran, REHS,Director
Environmental Health Division
c.
