PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DMSION
Karen Furst, M.D., M.P.H., Health Officer , P
304 East Weber Avenue, Third Floor • Stockton, CA 95202
September 3, 1998 209/468-3420
Scott Co. of California
1717 Doolittle Drive
San Leandro, Ca 94577-0665
RE: 1711 E. Yosemite, 501 Kettleman lane, 6100 N. Hwy 99
The above ust upgrade plans are being returned because they will not meet the
1998 upgrade requirements.
In order to meet the 1998 upgrade requirements the following general items,
additional to any other State required upgrade requirements found in Article 6
title 23, must be provided in order to obtain approval from the EHD to keep the
existing single wall tank system.
. A special inspector will be required to provide a determination on any single
wall tank, for cathotic protection and for the structural soundness of the
tanks. The EHD representative must be onsite and observe all inspections of
the tank system made by a special inspector. Specific requirements of the
inspection will be outlined by the EHD depending on the type and age of the
tank to be upgraded. (CCR title 23 section 2660 (K))
2. Tanks that are single wall fiberglass, steel, or steel clad must have a site
assessment prior to approval of the plan for upgrading. (CCR title 23 section
2660 (1)) Assessments are made after application to the EHD Site Mitigation
Unit. You may contact Margaret Lagorio, Supervising REHS at 209-468-
3449 for further information on applications for site assessments.
3. If the site is found to be contaminated, no further action will be permitted until
a cleanup plan is approved. If tanks are approved to be left in place on a
contaminated site by the EHD, a monitoring system must be installed which
meets the requirements of the Health and Safety code section 25296 (c).
Any continuation of contamination or increase noted in a monitoring well
system will result in the requirement that tanks be replaced with double
contained tank systems.
4. Single wall pressurized lines cannot be left in place unless they were put in
under a permit from the EHD. If these lines were not installed under permit
and inspection, the lines must be verified to have been properly installed by
uncovering and inspection of the lines by a special inspector and this
inspection observed by EHD staff. Sampling of the line area will also be
required in order to determined if any unauthorized release has occurred.
A Division of San Joaquin County Health Care Services
