Chevron U.S.A. - Page 2
After successive telephone calls to the San Joaquin Local Health District
offices, a verbal comment was given to Dames & Moore regarding the workplan
proposal. In consideration of expediency, Dames & Moore requested to submit an
addendum in response to the verbal comments given during the telephone
conversation in lieu of awaiting the written letter of response. The SJLHD
agreed, and an addendum dated May 24, 1989 addressing those issues was prepared
and sent via express delivery to the SJLHD office for review.
Based upon review of the initial workplan and successive addendum, the SJLHD
issued a letter of comment dated June 22, 1989 commenting on the following
issues:
1. Items 1 through 4 of page 1 pertained to previous work by others which deal
with issues allied to the workplan, but not specifically pertinent to the
proposed work at the subject property. At your request, we would be pleased
to address those issues separately at a later date.
2. Item 1 of the review of workplan and addendum section of the SJLHD letter
identified how a soil sampling plan was not proposed. Our response is that
the soil sampling plan is included in our original workplan on page 4,
paragraph 4. As engineers and geologists, Dames & Moore feels comfortable
that a soils profile may be interpreted by our field geologist or engineer
based on the proposed sampling frequency (approximately every 5 vertical
feet) or as deemed appropriate by the field personnel by the methods proposed
in our workplan.
3. Please find attached Plate 2 of the workplan which was described as missing
from the addendum.
4. Please find attached the "Authorization to Release" form signed and completed
by Chevron.
5. Items 4 and 5 of the workplan/addendum review pertaining to verification and
guidance documents and charts have been noted, and will be utilized in the
completion of our investigation.
We trust these clarifications meet your current needs so we may proceed
with this project.
DAMES & 'NiOORE
