The contractor estimated that he would complete the tilling operation <br /> of the remaining contaminated soils during the following week. California Petroleum <br /> Inc. suggested they leave the last tilled lift of hydrocarbon-contarninated soil in <br /> place during the backfilling and compaction of the excavation. This last-tilled lift <br /> would then be placed in the excavation following placement and compaction of the <br /> a stockpiled treated soil.
