Dames&Moore indicated to California Petroleum that, once the
backfilling was complete, the site was to be graded so that surface drainage would be
conveyed towards the frontage road to the west,to minimize any possibility of
drainage toward residences on the east.
On October 30, 1990, Mr.Michael Erwin of Dames&Moore met with Mr.Harlan
Knolls at the site for a final inspection. The bottom photograph on Plate 2 shows the compaction effort in progress.
i Compaction testing of tate fill was performed by Twining Laboratories of Modesto,
California. Specifications for compaction called for a minimum of 90%relative
compaction based on the ASTM D-1557-78 test method for moisture content/density
relationship. Fills were tested at a maximum interval of 2 vertical feet. A copy of
Twining Laboratory's report is included in Appendix B.
