IEALTH SERICESPUBLIC
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION "=
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer P'
304 E. Weber Ave., Third Floor • P. O. Box 38$ • Stockton, CA 9
2091468-3420
JERRY MOORS
. JULY b 155
MOORE PETROLEUM
P O BOX 67
BANTA CA 95340
RE: Franks Exxon #4 SITE CODE: 1600
14800 S . Hwy 99
Manteca, CA
San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) has reviewed the "Addendum to Quarterly
Groundwater Monitoring and Remediation Status Report dated
September 25, 1995" , the "Fourth Quarter 1995 Groundwater
Monitoring & Remediation Status Report" , and the "First Quarter
1996 Groundwater Monitoring & Remediation Status Report" all
prepared by Apex Envirotech, Inc . for the above referenced site.
Thank you for providing the example calculations for the
extraction rates and cumulative totals of contaminants removed
shown in the tables for vapor and groundwater mass extraction
rates . It is not necessary to provide the calculations in future
reports .
The table of mass extraction rates for the groundwater treatment
system extraction rates should be labeled lb/gal instead of
lb/day.
Table 2 of the "First Quarter 1996 Groundwater Monitoring &
Remediation Status Report" should be corrected to indicate the
dates are May, August, and November of 1995 not 1991 .
The data sheets for water treatment for January 23 , 1995 through
February 28 , 1995 indicate the readings were influent readings
not effluent as shown on the tables of water treatment system
operating data . Data sheets for site work since February 28,
1995, were not provided. Since part of the work was performed by
another consultant and the overall amount of contaminants removed
by groundwater extraction is small, PHS/EHD will accept the
values as shown.
Monitoring wells MW1, MW2, MW3 , MW4, MW5 continue to evidence
EDC. The on site drinking water well sample obtained on March
19 , 1996 evidenced EDC at 1 . 9 ppb, which is above the maximum
contaminant level for drinking water. Apparently this well was
resampled and the results were not available when the first
quarter 1996 report was prepared. EDC was not detected in MW6,
A Division of San Joaquin County Health Care Services
