Main Street <br /> Stockton, CA 95202 <br /> Subject: Request for Release of liability properties, State Route 99, Manteca 6-Lane Widening, <br /> City of Manteca, San Joaquin County, California <br /> Dear Ms. Foley: <br /> The California Department of Transportation, District 6 (Caltrans) and the Federal Highway <br /> Administration, in cooperation with the City of Manteca, San Joaquin County, and the San <br /> Joaquin Council of Governments, propose to widen State Route 99 from the existing four-lane <br /> facility to six lanes, within the median from the Austin Road interchange in the City of Manteca <br /> (Post Mile 5.1) to the Arch Road interchange in the City of Stockton (Post Mile 15.0). The total <br /> length of the proposed project would be 99 miles. <br /> This letter is written regarding the above referenced project, which is identified as 10-OE610. <br /> Caltrans is requesting a release of liability for contamination at properties it will acquire as part <br /> of the Improvement Project. This office is requesting a"Comfort Letter" from the San Joaquin <br /> County Environmental Health Department (SJCEHD), which briefly describes the historical <br /> operations at the site, including past releases of hazardous substances and their impact to soil and <br /> groundwater, current site conditions including the extent of contamination, activities performed <br /> at the site to address hazardous substances contamination and identifies a primary responsible <br /> party (PRP). The corresponding Regional Water Quality Control Board (RWQCB) Geotrackcr <br /> database case numbers are referenced below. Please find attached a copy of the comfort letter <br /> prepared by the Central Valley Region RWQCB, Sacramento office. <br /> Caltrans understands that the SJCEIID will require the PRP to continue to fulfill its obligations <br /> and comply with all requirements for assessment, cleanup, and post remedial action monitoring <br /> where necessary, and will not take enforcement action against Caltrans for existing <br /> contamination at the sites if acquired. In addition, development of these properties by Caltrans <br /> will not create liability for the contamination as long as Caltrans does not exacerbate the existing • <br /> "Caltrans improves mobility across California" <br />
