Time not billed. <br /> 05/24/2019 Lorenzen 12. PA1000010 (SA)(RAA). Reviewed case (and NLS/SSS addendum) PE 2631 WONG <br /> 240 min with Linda as requested by Michael. Linda asked I conduct a site inspection since SC 011 <br /> the facility website may indicate use beyond private club activities as the project <br /> originally proposed. Met Angel (office), Karen (manager), and owner John Eagal <br /> (owner) on site. The following information were based on observation and <br /> interviews: <br /> 1) No well or septic for Front Office mobile trailer. Front office has a bathroom but <br /> it's self-contained and not connected to any septic system. The tank is pumped <br /> out regularly. Water also provided from tank and not connected to existing well. <br /> 2) Only 2 employee at the office: Karen and occasionally Angel. <br /> 3) Only a canopy at the dock by Ski Lake. No structure, bathroom, water or <br /> septic. <br /> 4) Northeast corner is the bistro. No bathroom but there's a 3-comp sink and a <br /> handsink; no cooking: no hood, no griddle, no oven. Does serve liquor(has <br /> license), packaged food, and nacho (observed nacho machine). Karen stated <br /> they had spoke to Food unit before and indicated the bistro was private for <br /> members only, and were told then they didn't need it. Karen does not know where <br /> the septic is, and I did not find a separate septic permit from the one installed <br /> south of the resort in EHD records. <br /> 5) Karen and John stated the occasional events outside member use such as <br /> rental weddings and fun runs and corporate events are all provided with chemical <br /> toilets(they showed some invoices). They do not allow non-members to use the <br /> restrooms (they cited they allowed that to happen once and it innundated their <br /> septic system, so they won't do that again). <br /> 6) The resort building where the septic system was installed and attached to, is <br /> currently incomplete: only the two bathrooms are done, the kitchen to the back <br /> (the wall still not open up) is incomplete, where the construction has not even <br /> began. There's only dirt floor and the place used as storage. <br /> Additional Notes: <br /> -After speaking to Linda upon return, she comments that based on the website, <br /> the facility seems to be using beyond the limit of the use permit, since it is allowing <br /> weddings and other events like an event center. If so, EHD does not allow <br /> non-permanent septic solution such as chemical toilets for a permanet event <br /> center. Spoke to Megan at Planning. Emailed Megan my question (but not an <br /> official complaint at this time). <br /> - Linda asked I do not talk to Don Chesney yet about the review of the NLS since <br /> she wants to talk to Scott Armstrong of the RWQCB first. I told Linda I have to call <br /> Don back since he left me a vm and I have to per EHD policy, but I will not discuss <br /> about NLS/SSS or EHD actions yet. <br /> Page 1 of 2 <br />
