r77
I. INTRODUCTION
This report is an Addendum to a Nitrate Loading Study and Soil Suitability Study I completed for
the subject property and facility in August 2001, Application No. UP-93-14, LA-98-23.
Significant changes have taken place regarding San Joaquin County Environmental Health
Department(EHD) reporting requirements for Soil Suitability and Nitrate loading Studies. This
Addendum report addresses these changes.
The purpose of this Addendum is to provide the EHD with updated information pertaining to the
proposed expansion of the existing water ski resort Clubhouse/Event Center. The proposed
expansion is referenced as the "Hospitality Room." Potential impacts to soil and groundwater
from the future domestic wastewater flows are addressed in this report. These studies comply with
San Joaquin County Development Title, Section 9-1105.2(d).
With regards to reporting changes as referenced above, the EHD Requirements Checklists outline
reporting requirements for the referenced Studies. Bolded Section (§) are used throughout this
report for ease in referencing by EHD staff. These numbers are at the beginning of an applicable
Paragraph(s), or Appendices that correspond with the requirements checklist. Section Numbers
referenced as SSS§, are sections applicable for the Soil Suitability Study Requirements
Checklist. Section Numbers referenced as NLS§, are sections applicable for the Nitrate Loading
Study Requirements Checklist. Not all Section Numbers are found in this Addendum because
there was no change for those sections from the original report competed in 2001.
NLS§2.3,SSS§3.1. The subject property consists of two separate parcels of land, with parcel
239-140-06 (63.90 Ac) containing the entire resort facility. Cities of Tracy or Manteca sewer,
water and stormwater facilities may expand to this area, but not for a number of decades.
Water for the resort is provided by an on-site domestic well adjacent to the existing Clubhouse/
Hospitality Room. Domestic wastewater disposal from the facility is managed by its own on-site
septic system, installed in May 2012.
SSS§ 1.2. The Eagal Lakes Resort is a private resort facility for ski boating, hospitality functions,
trail hiking, and disc golf. Existing and future plumbing fixture units are discussed in Section IIIA.
Recommendations on the wastewater system design operational parameters are discussed in the
Conclusions section.
The following is a summarization of this Addendum:
• The existing primary disposal area and the required 100%reserve/replacement areas have been
described and are illustrated on the project Site Plans produced by the project civil engineer, Doug
Noteware, PE.
• The on-site soils were analyzed for: 1.)The ability to accept proposed wastewater effluent flows,
and 2.)To assess the characteristics of the leachfield area f both pri maty and replacement areas)
soils to mitigate nitrate impact. This was accomplished b, soi! physical and chemical testing.
Chesney Consulting
