(a) ) * 66261.7(b) says t a container, or inner liner removed frac a container, which previously held a haz ous material is empty if it meets the following criteria: (1) The container, o inner liner removed from a container is empty as defined in 40 CFR 261.7(b) , and, (2) Me container or the inner liner removed from a container has been emptied by the generator as much as possible using common methods, so that: (A) If the materiallpreviously held is pourable, no material can be poured or drained from the container or liner when held in any orientation, or (B) If the materialpreviously held is not pourable, no material or waste remains that can be feasibly removed by scraping and chipping.
