Mr. Alan Fetters and Mr. Buo uenOuden -3- 17 February 2010
© Submit a deep monitoring well design for monitoring wells and for an extraction well for
Central Valley Water Board staff concurrence prior to installation. This may be submitted
electronically.
® An aquifer test at the deep extraction well shall be conducted to estimate the cone of
influence of a future groundwater extraction operation and to estimate the horizontal
conductivity and to estimate the vertical conductivity between the shallow and the deeper
aquifer. A short letter format wort: plan shall be submitted to Central Valley Water Board
staff at least two weeks prior to conducting this aquifer test.
® All borings shall be logged for lithology.
o Soil samples and a terminal grab groundwater sample shall be taken from a deep boring
located near the cement ponds to the east to develop a vertical nitrogen profile and
lithologic log. Soil samples shall be obtained from 10 feet bgs, 15 feet, 20 feet and at 20-
foot intervals until deeper groundwater is encountered at about 190 feet bgs. Soil samples
and the groundwater sample shall be analyzed for nitrate and ammonium at the minimum.
® Submit a diagram illustrating where this deep boring will be located near the eastern
cement-lined ponds. This may be submitted to Central Valley Water Board staff
electronically.
For convenience, the following conditions are repeated from Central Valley Water Board
staff's 30 September 2009 conditional concurrence letter for the July 2009 Site
Characterization Work Plan, Phase ll. The other condition requesting an Addendum has been
satisfied.
® Before disposing of aquifer test water, provide assurance that the water quality and
delivery location is acceptable to the City of Ripon or that an alternate disposal location is
acceptable to Central Valley Water Board staff.
® All shallow and deep borings, monitoring wells, and the extraction well shall be installed to
the satisfaction of San Joaquin County Environmental Health Department.
Thank you for making the above adjustments to the work plan in an effort to streamline and
complete the characterization phase. Provide the well design diagrams and revised boring
location diagram by 26 February 2010 and implement the work plan by 26 March 2010. The
Report of Results is due by 25 June 2010. Failure to comply with the directives set forth in
this letter, or failure to meet the aforementioned due dates, unless an extension of such dates
are requested and approved by Central Valley Water Board staff will result in the consideration
by the Central Valley Water Board of enforcement actions against you.
If you have any questions, you may contact me by telephone at (916) 464-4680 or by email at
atefrell@waiiterboards.ca.gov.
,✓ i1.
AMY TERRELL
Private Sites Cleanup Unit
Enclosure
Distribution List Attached
RECEIVED FEB 2 3 2010
