The well destruction work plan applies
specifically to the on-site supply well, and since the site is currently vacant, a
replacement.water supply is not required at this time.
The Work Plan proposes to remove the pump and interior piping, excavate around the
casing to a depth of three feet, and cut the casing off six inches above the excavation
base. Explosives will be attached to the tremie pipe and the casing filled with cement.
The explosives will then be detonated, and cement will be placed to fill any remaining
cavities and form a cap around the casing, extending to ground surface.
The 10 March Blast Plan was corrected on 27 March to state that.the total depth of
casing is 196 feet, as shown in the Blast Plan diagram, not 100 feet as initially stated.
Regional Water Quality Control Board, Central Valley Region staff conditionally concur
with the Work Plan, provided that the following changes are incorporated into the well
destruction Work Plan and Blast Plan.
1. The.casing shall be excavated to a depth of at least 5.5 feet below ground surface,
and the casing shall be cut off six inches above the excavation depth. This allows
for more flexibility for future land uses, and associated Land surface modifications.
2. The blasting caps shall not be attached to the tremie pipe, but shall be placed on a
separate string. This may avoid complications relating to incomplete cement
penetration.
3. The well destruction work shall be conducted to the satisfaction of San Joaquin
County Environmental Health Department.
California Environmental Protection Agency
C1*Recycled Paper
