Bill Factor PLANNING DIVISION
San Joaquin County Planning Division
Planning Department of & Building Inspection
1810 East Hazelton Avenue
Stockton, California 95205
Reference: Application No(S) : GP-88-15 ZR-88-12 WC-88-3-
Dear Mr . Factor:
The proposed General Plan amendment and related re-zoning
will result in a significant increase in the potential for
residential development to occur within the boundaries of
the Tracy School District and the Tracy Joint Union High
School District . We would request, therefore , that the
amendment and rezonings only be approved at such time that
the applicant has provided the necessary documentation
concerning how the school facilities, needed to serve the
students generated from this area, can be financed.
Recent residential development proposals directly adjacent
to the subject area have successfully resolved the school
facility financing issue, to the satisfaction of the School
Districts, by forming a Mello-Roos Community Facilities
District (CFD) , and thereby creating a tax revenue base on
all subsequent residential development in an amount adequate
to finance schools needed to accommodate such development.
Due to the limited other alternatives available to
adequately ensuring the availability of school financing, we
would strongly encourage the development applicant to
consider the establishment of such a district as a means of
addressing the school impact issue .
"ALL STUDENTS CAN LEARN"
