Factor: <br /> The proposed General Plan amendment and related re-zoning <br /> will result in a significant increase in the potential for <br /> residential development to occur within the boundaries of <br /> the Tracy School District and the Tracy Joint Union High <br /> School District . We would request, therefore , that the <br /> amendment and rezonings only be approved at such time that <br /> the applicant has provided the necessary documentation <br /> concerning how the school facilities, needed to serve the <br /> students generated from this area, can be financed. <br /> Recent residential development proposals directly adjacent <br /> to the subject area have successfully resolved the school <br /> facility financing issue, to the satisfaction of the School <br /> Districts, by forming a Mello-Roos Community Facilities <br /> District (CFD) , and thereby creating a tax revenue base on <br /> all subsequent residential development in an amount adequate <br /> to finance schools needed to accommodate such development. <br /> Due to the limited other alternatives available to <br /> adequately ensuring the availability of school financing, we <br /> would strongly encourage the development applicant to <br /> consider the establishment of such a district as a means of <br /> addressing the school impact issue . <br /> "ALL STUDENTS CAN LEARN" <br />
