Oak Street APN: 14124023
Stockton, CA 95205 Global ID#: T0607798060
The San Joaquin County Environmental Health Department (EHD) has reviewed
Quarterly Groundwater Monitoring Report First Quarter 2008 dated May 15, 2008,
prepared by Secor International for the above subject site, and has the following
comments.
The report discusses the ground water monitoring well sampling event conducted on
March 20, 2008 which is the fourth sampling event for the monitoring wells that were
installed in June 2007.
The EHD previously approved a request from Shell Oil, the active responsible party for
the Shell Oil gas station located directly south of this site, across Fremont Street, to
postpone submittal of their feasibility study until four quarters of ground water
monitoring and sampling had been completed at this site. This report completes the
condition of four consecutive quarterly and monitoring reporting of the ARCO monitoring
wells for postponement of Shell's feasibility study. The EHD has directed Shell to
conduct interim remedial action until a final remedial action plan is approved.
Conclusions included in the report stated that the lateral and vertical extents of gasoline
range organics (GRO), benzene, and 1,2-Dichloroethane (1,2-DCA) in the ground water
have not been fully delineated. Recommendations included continued sampling and
monitoring of the monitoring wells and a work plan submittal to the EHD by July 10,
2008 for additional lateral and vertical assessment.
The EHD concurs with the conclusions and recommendations included in the report but
also requires ARCO to conduct interim remedial action at the site to halt the spread of
contaminants in the ground water. The work plan due on Geotracker for review by
the EHD on July 10, 2008 is to include a proposal for interim corrective action.
2478 E. Oak Street Dir IRAP 6-5-08.doc
