Box 2009 <br /> Stockton, CA 95201 <br /> RE: Tar Spill at Franzia Brothers Winery, 1700 East Highway 120, Ripon, CA <br /> r Dear Linda: <br /> Per your request, I am writing to document my observations of the tar spill at the above <br /> referenced site. In November 1989, a Dual Tanker Truck loaded with hot tar, was involved in <br /> E a traffic accident on Highway 120. The accident caused the truck to crash through two fences <br /> and into he excavation. �of the truck's tanks were ruptured and spilled their entire contents <br /> into the excavation. <br /> I contacted Darlene Ruess of your office and Twila LeClerc of the <br /> andQif any <br /> Control Board, Central Valley Region to determine what should be one with h tar <br />'F be required to close the excavation. I was told by Twila LeClerc that <br /> additional work would <br /> because the tar is immiscible in water and had no volatiles, <br /> wok was required to the tar could be removed <br /> he <br /> disposed of at a Class III Landfill. She also said no <br /> excavation. Subsequently, the tar was removed and disposed of by the trucking company.
