Castro and Navone: <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> Soil-Vapor and Groundwater Remediation Report— Second Quarter 2013, dated 30 July <br /> 2013, and Groundwater Monitoring Report — Second Quarter 2013, dated 10 September <br /> 2013. Both reports were submitted by your consulting firm, Advanced GeoEnvironmental, Inc. <br /> (AGE), on your behalf for the above-referenced site. <br /> In Soil-Vapor and Groundwater Remediation Report— Second Quarter 2013, AGE presented <br /> results from operating the soil vapor extraction (SVE) and groundwater extraction-treatment <br /> systems. Using groundwater extraction wells EW-1, EW-2, EW-3 and EW-5, AGE estimated <br /> that approximately 57 pounds of dissolved petroleum hydrocarbons had been removed from <br /> the influent water stream; and using SVE wells VW-1 through VW-3 and monitoring.well <br /> MW-2, AGE estimated that approximately 249 pounds of total petroleum hydrocarbons had <br /> been removed from vadose zone soil. AGE has recommended and, in fact, has already <br /> removed wells VW-4 and MW-2 from the SVE system, noting that photo-ionization detector <br /> measurements demonstrated declining concentrations in these two wells. The EHD concurs <br /> with AGE's decision to remove VW-4 and MW-2 from the SVE system, and notes that <br /> concurrence from the EHD is not necessary for future well removals or additions to the SVE <br /> system. Simply report the changes and the technical reasons for them. AGE has <br /> recommended that groundwater extraction wells EW-1, EW-2, EW-3 and EW-5 be individually <br /> sampled each quarter "to determine overall cleanup progress and to evaluate reconfiguration <br /> of online wells." The EHD approves the quarterly sampling for chemical analysis of the four <br /> groundwater extraction wells. <br /> As first mentioned by EHD letter dated 23 May 2013, groundwater extraction well EW-4 was <br /> not installed in the City of Stockton right-of-way at the proposed location near MW-6/MW-15 <br /> when extraction wells EW-2, EW-3 and EW-5 were installed in February 2011. Please <br /> evaluate whether the installation of EW-4 is still necessary and include your recommendation <br /> when submitting the next groundwater extraction remediation report. <br />
