Castro and Navone:
The San Joaquin County Environmental Health Department (EHD) has received and reviewed
Soil Vapor Extraction Remediation Report— Fourth Quarter 2012, dated 05 March 2013, and
Groundwater Monitoring Report — Fourth Quarter 2012, dated 30 April 2013. Both reports
were submitted by your consulting firm, Advanced GeoEnvironmental, Inc. (AGE) on your
behalf for the above-referenced site.
In Soil Vapor Extraction Remediation Report — Fourth Quarter 2012, AGE presented results
from operating the soil vapor extraction (SVE) system intermittently between 13 September
and 24 December 2012 using vapor wells VW-1 through VW-3. AGE concluded that
approximately 973 pounds of total petroleum hydrocarbons as gasoline (TPH-g) had been
extracted by the SVE system during the three-month period. AGE has recommended
monitoring each month the vapor-stream from the five extraction wells, vapor wells VW-1
through VW-4 and monitoring well MW-2. The EHD approves vapor-stream field monitoring to
evaluate and optimize SVE operations.
Groundwater extraction well, EW-4, was not installed in the City of Stockton right-of-way at the
proposed location near MW-6/MW-15 when extraction wells EW-2, EW-3 and EW-5 were
installed in February 2011. In Soil Vapor Extraction Remediation Report — Fourth Quarter
2012, AGE stated that "start-up of a groundwater extraction and treatment (GWET)
remediation system was initiated at the site in January 2013 and will be documented in an
upcoming 15t Quarter 2013 report of findings." Please evaluate whether the installation of
EW-4 is still necessary and include your recommendation when submitting the report of
findings from the start-up of the GWET system.
The EHD has reviewed the analytical data from Groundwater Monitoring Report — Fourth
Quarter 2012, and based on the data, the EHD directs the following groundwater monitoring
and sampling schedule:
