Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 4405 Pacific Avenue, Stockton, CA <br /> 2011 Five-Year Review Update Response CUF Claim No 12325 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> annual five-year review update letter dated 12 September 2011 from Kirk Larson of the State <br /> Water Quality Control Board (SWQCB) Cleanup Fund (CUF)for the above-referenced site. The <br /> CUF concurs with the EHD that active remediation should begin as soon as practical. <br /> In Groundwater Monitoring Report — Second Quarter 2011, dated 16 August 2011, the <br /> consultant reported that the soil vapor extraction (SVE) and groundwater extraction (GWE) <br /> systems had been installed and that implementation of the systems was waiting on final <br /> regulatory inspection and approval—presumably by the air board and/or public works of the City <br /> of Stockton. Another impediment to implementing remediation is that the CUF allocated only <br /> $10,000 for this site; not enough to perform any meaningful remediation.
