Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 4405 Pacific Avenue, Stockton, CA <br /> Fourth Review Summary Report Closure Response CUF Claim No 12325 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> 2013 Review Summary Report (RSR) dated 10 December 2013 from Kirk Larson and Robert <br /> Trommer of the State Water Resource Control Board (SWRCB) Cleanup Fund (CUF) for the <br /> above-referenced site. The CUF has concluded that the site meets closure criteria under the <br /> Low-threat Underground Storage Tank Closure Policy (LTCP) and recommends case closure. <br /> In general, the EHD concurs with the CUF recommendation as remediation by soil vapor <br /> extraction and groundwater extraction in the source area has had declining contaminant mass <br /> recovery rates and contaminant concentrations outside the core area have reached or are <br /> moving toward water quality objectives; however, as the favorable recent data were obtained <br /> during active remediation, the EHD recommends conducting rebound testing over the next two <br /> quarters following suspending operation of the dual phase extraction system. <br /> The site doesn't quite meet Policy Criterion 1, Class 4, as there are two domestic wells located <br /> approximately 250 feet and 400 feet west of the subject site. The EHD discussed these wells <br /> with the consultant, Advanced GeoEnvironmental, Inc. (AGE), who informed the EHD that early <br /> in the site investigation, the property owners/occupants declined to allow the wells to be <br /> sampled; it seems unlikely that the wells are impacted by the release on the subject property as <br /> these wells are located upgradient from the former UST system. If the CUF approves the <br /> proposed rebound testing, then there will be opportunity to make a final attempt to test the wells <br /> to ensure that the users are not at risk from the unauthorized release on the subject site. <br /> Assuming favorable results, the EHD will then start the closure process.
