Mr Fred Cruz, SJVAPCD January 11, 2005 <br /> Authority to Construct/Permit to Operate <br /> ARCO 6100, South Patterson Pass, Tracy <br /> Page 2 <br /> SOIL VAPOR EXTRACTION AND ABATEMENT <br /> The proposed skid mounted Solleco SVE system consists of a 40 hp liquid ring blower <br /> rated for 500 cfm at 27 inches of Hg vacuum, a 200-gallon knockout tank, and a thermal <br /> oxidizer rated for 500 cfm Petroleum hydrocarbon laden soil vapors will be extracted <br /> from wells VW-1, VW-3, VW-4, VW-6, VW-7, VW-8, VW-11, VW-12, VW-13, <br /> VW-14, VW-16, and MW-2 through MW-9 using the Iiquid ring blower of the SVE <br /> system The extracted petroleum hydrocarbons will be routed through a knockout tank <br /> for moisture and soil vapor separation The separated soil vapors will then be abated in <br /> the thermal oxidizer prior to discharge to the atmosphere Propane will be used as <br /> supplemental fuel to maintain the operating temperature in the oxidizer The condensate <br /> accumulated in the knockout tank will periodically be transferred into U S Department of <br /> Transportation-approved 55-gallon steel drums A licensed contractor will transport the <br /> wastewater to an appropriate facility for disposal <br /> The SVE system will be operated 24 hours a day, 7 days a week, and 52 weeks a year, <br /> beginning February 3, 2005 A process flow diagram illustrating the operation of the <br /> SVE system is presented in Figure 3, and pertinent equipment information is listed <br /> below <br /> • Stack height 13 feet above ground surface <br /> • Stack inner diameter 20 inches (square) <br /> • Stack temperature 1,000-1,4000F (Thermal Mode) <br /> • Blower capacity 40 hp rated for 500 cfm <br /> • Burner Size 750,000 BTU/hour(maximum) <br /> • Supplemental Fuel (propane) 2-5 psi (500 scfh, maximum) <br /> • Destruction efficiency 98 +percent <br /> • Distance to the nearest building approximately 25 feet <br /> • Height of the nearest building approximately 12 feet <br /> During the operation of the King Buck/Hasstech SVE systems, the influent soil vapor <br /> concentrations of GRO and Benzene to both the catalytic oxidizers (cat-influent/system- <br /> influent) varied in the ranges of 1,000 mg/m3 (245 parts per million by volume [ppmv]) to <br /> 4,100 mg/m3 (1,0045 ppmv) and 20 mg/m3 (6 80 ppmv) to 84 mg/m3 (28 58 ppmv), <br /> respectively, with flow rates ranging from approximately 40 to 306 25 cfm Stratus <br /> anticipates the influent soil vapor petroleum hydrocarbon concentrations to the proposed <br /> Solleco SVE system to be similar or less than the concentrations observed during the <br /> operation of King Buck/Hasstech WE systems <br /> K 1Bp-Arco for URS161001Correspondence\Arco 6100 ATC application for New System doc <br />
