Mr Fred Cruz, SJVAPCD January 11, 2005
Authority to Construct/Permit to Operate
ARCO 6100, South Patterson Pass, Tracy
Page 2
SOIL VAPOR EXTRACTION AND ABATEMENT
The proposed skid mounted Solleco SVE system consists of a 40 hp liquid ring blower
rated for 500 cfm at 27 inches of Hg vacuum, a 200-gallon knockout tank, and a thermal
oxidizer rated for 500 cfm Petroleum hydrocarbon laden soil vapors will be extracted
from wells VW-1, VW-3, VW-4, VW-6, VW-7, VW-8, VW-11, VW-12, VW-13,
VW-14, VW-16, and MW-2 through MW-9 using the Iiquid ring blower of the SVE
system The extracted petroleum hydrocarbons will be routed through a knockout tank
for moisture and soil vapor separation The separated soil vapors will then be abated in
the thermal oxidizer prior to discharge to the atmosphere Propane will be used as
supplemental fuel to maintain the operating temperature in the oxidizer The condensate
accumulated in the knockout tank will periodically be transferred into U S Department of
Transportation-approved 55-gallon steel drums A licensed contractor will transport the
wastewater to an appropriate facility for disposal
The SVE system will be operated 24 hours a day, 7 days a week, and 52 weeks a year,
beginning February 3, 2005 A process flow diagram illustrating the operation of the
SVE system is presented in Figure 3, and pertinent equipment information is listed
below
• Stack height 13 feet above ground surface
• Stack inner diameter 20 inches (square)
• Stack temperature 1,000-1,4000F (Thermal Mode)
• Blower capacity 40 hp rated for 500 cfm
• Burner Size 750,000 BTU/hour(maximum)
• Supplemental Fuel (propane) 2-5 psi (500 scfh, maximum)
• Destruction efficiency 98 +percent
• Distance to the nearest building approximately 25 feet
• Height of the nearest building approximately 12 feet
During the operation of the King Buck/Hasstech SVE systems, the influent soil vapor
concentrations of GRO and Benzene to both the catalytic oxidizers (cat-influent/system-
influent) varied in the ranges of 1,000 mg/m3 (245 parts per million by volume [ppmv]) to
4,100 mg/m3 (1,0045 ppmv) and 20 mg/m3 (6 80 ppmv) to 84 mg/m3 (28 58 ppmv),
respectively, with flow rates ranging from approximately 40 to 306 25 cfm Stratus
anticipates the influent soil vapor petroleum hydrocarbon concentrations to the proposed
Solleco SVE system to be similar or less than the concentrations observed during the
operation of King Buck/Hasstech WE systems
K 1Bp-Arco for URS161001Correspondence\Arco 6100 ATC application for New System doc
