CONDOR EARTH TECHNOLOGIES INC
188 Frank West Circle Suite I
Stockton CA 95206
Phone 209.234.0518
FAX 209.234.0538
CONDOR www.condorearth .com
DATE : November 27, 2007
TO : Frank Girardi
San Joaquin County Environmental Health Department (SJCEHD)
600 E. Main Street
Stockton CA 95202
E-mail : fgirardi@sjcehd.com
COPY TO : Mr. Remo Canepa (Client)
Canepa's Car Wash
1536 N. Hunter Street
Stockton, CA 95204
FROM: Bill A. Cook III
SUBJECT: Canepa' s Car Wash, 6230 Pacific Avenue, Stockton, California (Site)
Dear Mr. Girardi :
As per your request, we are forwarding you the proposed agenda for our meeting with SJCEHD and our
Client. The agenda is summarized below. Please call Don Kresse on his cell phone at 209.601 .0468 at
your earliest convenience to coordinate a time convenient for you.
AGENDA SUMMARY
Meeting purpose: Discuss the history of the site, options, and recommendations, and commit to a future
technical approach to site cleanup.
Three USTs were removed in 1993 and 12 monitoring wells and nine soil vapor extraction (SVE) wells
were installed. SVE activities began in 1994. Groundwater pump and treat activities began in 2004. Both
SVE and pump and treat are currently conducted at the site. Remediation has been highly effective, but
contaminant concentrations remain above a low-risk designation. We are nearing the UST Cleanup Fund
reimbursement cap of $ 1 .5 million and the site is not ready for closure. We are evaluating options to
identify how best to proceed.
We considered four options: continue on "as is'; add an extraction well to the current system; modify the
remediation system such that it will operate with lower maintenance costs; and downsize the remediation
system such that it monitors and enhances natural attenuation. We also considered overall cost-
effectiveness regarding Canepa' s Car Wash as a small business which promotes community involvement,
has won awards for its community achievements, and employs 90 people. Without state funding for site
cleanup, Canepa' s Car Wash would likely be forced out of business.
