Ina letter dated July 30, 20013 <br /> Condor Earth Technologies, Inc. (CET) concluded that since the inlet soil vapor concentration had <br /> dropped below 1000. parts per million (PPM) over the last two years, the thermal oxidizer treatment <br /> system mayno longer meet the destruction efficiency demand. <br /> In a letter dated August 20, 2001, CET submitted the result of a study comparing the estimated cost <br /> of operating the thermal oxidizer treatment system, and the estimated cost of installing and operating <br /> two 1000-pound canisters for an activated carbon treatment system CET stated that installation and <br /> operation of the carbon treatment system would be less expensive than operating the thermal system <br /> as long as the carbon system stays in operation for at least 112 days.
