Hunter Street
Stockton, CA 95204
RE: Soil Vapor Extraction (SVE) System Shutdown, Canepa 's Carwash, 6230 Pacific
Avenue, Stockton, California
Dear Mr. Canepa,
This letter intended to inform you of the status of our work regarding the above referenced SVE.
The SVE system was removed from service on February 6, 2001 to meet the conditions of the
Permit to Operate issued from the San Joaquin Valley Air Resources Board. While on site to turn
the system oft, I informed your son, David, of the shutdown . He said that lie would, in turn,
inform Jeff The permit requires that the system be shutdown if destructive efficiency of the SVE
drops below 95 % . Field measurements on January 24, 2001 indicated that the SVE was operating
at 68% efficiency. Despite attempts to time the system for improved performance, additional site
visits during the next two weeks indicated that the SVE was operating at 80% efficiency. The
system , therefore, has been removed from service while we reevaluate its operation and
efficiency.
We are currently awaiting response from the San Joaquin County Public Health Services/
Environmental Health Department (SJC PHS/EHD) resulting from our January 17,2000 meeting
with them . Disposition of the site investigation, monitoring, and SVE system is dependent on
their response. Quarterly monitoring is anticipated to continue as scheduled . l will be preparing
the current Reimbursement Request in the near future. In addition, I will be preparing a Contract
Addendum for reimbursement request preparation; continued quarterly monitoring; and SVE
evaluation , continued operations and maintenance, and potential reconfiguration. Our office will
forward the Contract Addendum to you for your signature next week. If you have any questions
please call David Wood, Den 1Cresse, or myself at ycrcenvenience.
Sincerely,
CONDOR EARTH TECHNOLOGIES, INC.
iI eo 4::,
Bill A.
