" Based upon <br /> our conversation on December 11 , 1997, it is Condor' s understanding that you have <br /> authorized us to proceed with the installation of a interim SVE system proposed for this site. <br /> We further understand that additional subsurface investigation may be required prior to the <br /> start-up of the system.
