I <br /> Canepa's Car Wash Page 2 of 2 <br /> 6230 Pacific Avenue October 14, 2013 <br /> Stockton, California 95207-3712 <br /> The EHD approves the submittal to the EHD by 16 December 2013 of a work plan to conduct an <br /> I <br /> n-situ chemical oxidation pilot test with the conditions: <br /> Results from the in-situ chemical oxidation method pilot test and the results from <br /> previous remediation efforts that include soil vapor extraction and groundwater <br /> extraction and treatment, be technically reviewed and critically analyzed to identify those <br /> site conditions that limited the effectiveness of previous remediation efforts to determine <br /> the best remedial alternative for this site; it is important to understand what site <br /> conditions lead to failure of the first remediation methods and how the proposed <br /> chemical oxidation method will overcome these difficulties. <br /> • Approval from the California Regional Water Quality Control Board Central Valley <br /> Region of Notice of Intent to comply with the terms of General Waste Discharge <br /> Requirements, and the Monitoring and Reporting Program No . R5-2008-0149-010. <br /> As the EHD first noted by letter dated 19 August 2013, a monitoring well screened in the <br /> shallow zone is needed to monitor the impacted groundwater east (down-gradient) of the source <br /> area near or beyond MW-3. Provide a work plan and timetable for installing the well . <br /> Contaminant concentrations in some soil samples collected in the upper ten feet of soil did not <br /> pass the Low-threat Closure Policy criteria for direct contact or exposure to outdoor air. Much of <br /> this may have been remediated by the soil vapor extraction process. If possible, the EHD <br /> recommends that while advancing borings for the chemical oxidation injections, confirmation <br /> samples be collected where high benzene and ethylbenzene concentrations in shallow soil were <br /> previously detected to check for effective shallow soil remediation .
