A brief site history is provided in order to better understand these stakeholders <br /> perspectives and requests. <br /> An unauthorized release report was filed March 1 , 1993 resulting from observations of petroleum <br /> hydrocarbon saturated soil and subsequent confirmation of analyzed soil samples obtained during the <br /> closure of underground storage tanks at the above referenced site on February 25, 1993 . Approximately <br /> 600 cubic yards of petroleum/fuel hydrocarbon constituent (FHC) saturated soil were excavated from <br /> directly under the former fuel dispenser islands north of the former tank pit at this site in February of I993 . <br /> The excavation of FHC saturated soil was apparently performed in an effort to reduce impacts to beneficial <br /> use ground water. Economic and technical limitations were encountered during excavation activities and <br /> significant concentrations of FHC's remained in the unsaturated and saturated zones. <br /> On March 1 , 1993 PHS/EHD placed this site in the Local Oversight Program. Numerous bore holes and <br /> wells were installed during the site characterization phase approved by PHS/EHD. A work plan to install <br /> and operate a soil vapor extraction system was proposed by WHF Environmental Consultants (WHF) as <br /> part of an incomplete Corrective Action Plan (CAP) for this site. PHS/EHD generated correspondence to <br /> the responsible party over a two year period beginning in 1994 requesting submittal of the consultants <br /> CAP. <br /> The consultant failed to submit the CAP to the responsible party or PHS/EHD. However, in the interim <br /> WHF installed a soil vapor extraction system. The system was installed in an effort to reduce <br /> petroleum/fuel hydrocarbon constituents residing in the unsaturated zone which could not be removed by <br /> soil excavation. WHF also failed to permit the system through San Joaquin Valley Unified Air Pollution <br /> Control District. The operating period or effectiveness of the system has never been documented by WHF. <br /> Between December 1994 and January 1996 PHS/EHD worked cooperatively with the responsible party and <br /> the Underground Storage Tank Cleanup Fund staff (USTCF) to resume corrective action activities in <br /> accordance with State policies and regulations in spite of the actions of WHF Environmental Consulting, <br /> 1 <br /> A Division of San Joaquin County Health Care Services <br />
