Box 388 • Stockton, CA 95201-0388 ctFoa`' <br /> (209) 468-3420 <br /> REMO CANEPA 03PI <br /> CANEPA ' S CAR WASH J1I � 18 199�� <br /> 248 E PARK ST <br /> STOCKTON CA 95202 <br /> RE : 6230 PACIFIC AVENUE SITE CODE : 1225 <br /> STOCKTON <br /> San Joaquin County Public Health Services , Environmental Health Division <br /> ( PHS /EHD ) has completed review of the reports prepared by WHF Environmental <br /> Consultants , Inc . entitled " Phase II Site Characterization " and dated April <br /> 28 , 1994 and the " Interim Status Report , Phase II Investigation " dated <br /> December 30 , 1993 . <br /> Soil contamination documented in monitoring wells 6 and 7 were not included in <br /> the " Contamination Plan `dap - Figure 10 " . Soil samples at 50 feet below grade <br /> ( fbg ) indicated benzene contamination . <br /> During the drilling of monitoring well 4 , slight odor was noted at 50 fbg . In <br /> addition , during the drilling of monitoring well 5 soil encountered at depths <br /> of 60 and 65 feet (below the water table ) demonstrated discoloration typical <br /> of petroleum contaminated soil . Although , petroleum hydrocarbons were not <br /> detected in the laboratory samples collected during the construction of <br /> monitoring wells 4 and 5 , the corrective action selected to perform <br /> remediation should be effective enough to mitigate all the impacted and <br /> suspected impacted areas . <br /> Your consultant states that definition is incomplete to the west of monitoring <br /> well 6 and southwest of monitoring well 7 . The scaled map indicates perhaps <br /> 60 feet to the west of monitoring well 6 and the sidewalk of Pacific Avenue . <br /> This may be an alternat '_�e to placing a well within the busy thoroughfare of <br /> Pacific Avenue . The need for an additional well to the southwest can be <br /> i evaluated through future sampling events . <br /> Quarterly sampling of the constituent 1 , 1 , 1 - Trichloroethane may be <br /> discontinued . <br /> A Corrective Action Plan ( CAP ) is to be developed from the information <br /> obtained during the soil and groundwater investigation phase . The Corrective <br /> Action Plan shall include an assessment of the physical and chemical <br /> characteristics of the hazardous substance ( s ) and/ or constituents , including <br /> their toxicity , persistence and potential for migration in water , soil , and <br /> air ; the hydrogeologic characteristics of the site and the surrounding area <br /> where the release has migrated or may migrate ; and , the proximity and quality <br /> of nearby surface water or groundwater , and the current and potential <br /> beneficial uses of these waters , as well as the potential effects of residual <br /> contamination on nearby surface water and/or groundwater . <br /> A feasibility study shall evaluate alternatives for remedying or mitigating <br /> the actual or potential adverse effects of the release . Each alternative <br /> shall be evaluated for cost - effectiveness , and the study shall propose to <br /> implement the most cost- effective corrective action . The Central Valley <br /> Regional Water Quality Control Board ' s (RWQCB ) Basin Plan has designated all <br /> surface water and groundwater as current or potential beneficial use ( this was <br /> acknowledged in section 7 . 0 of WHF ' s report " Phase II Site Characterization " ) . <br /> .A Di% ision of San Joaquin County Health Care Services <br />
