Canepa :
By email dated 16 October 2012, your consulting firm , Advanced GeoEnvironmental , Inc.
(AGE), notified the San Joaquin County Environmental Health Department (EHD) that you , Mr.
Jeffrey Canepa , Mr. Paul Canepa , Ms. Darlene Canepa, and AGE consultants Robert Marty,
Arthur Deicke, and William Little, Professional Geologist (PG) , would not be available on 23
October 2012, nor any other day in October and November 2012 to attend a meeting with the
staff from the EHD . AGE stated that "If absolutely required , we would like to try to schedule the
meeting after the holidays in January 2013."
In the email , AGE included the following responses to the concerns presented by the EHD by
letter dated 10 October 2012 :
AGE has submitted a new claim to the Underground Storage Tank Cleanup Fund (CUF)
for the second release that occurred at this site but has yet to receive approval for the
claim from the CUF;
• Until the CUF approves the new claim , funds are very limited for site investigation, site
assessment, feasibility studies, and preparation of an updated conceptual site model ;
Feasibility studies should be concerned with both on-site and off-site impacted
groundwater;
6 If no remediation will be required for the off-site impacted plume, then the EHD should
provide a statement to this affect and there should be no additional requirements for off-
site assessment as first directed by the EHD as far back as December 2008 ;
4 Since AGE inadvertently did not monitor and sample the groundwater at the above-
referenced site during the third quarter 2012, AGE proposes to monitor and sample
monitoring wells MW-1 through MW-4 and SV-4 during the fourth quarter 2012;
AGE proposes to further reduce monitoring and sampling of the groundwater from semi-
annually to annually until the CUF approves the new claim for the second release ;
Since limited funds are available, AGE requests the EHD's assistance in reducing costs
to the responsible party, "including costly in-person meetings', until monies become
available; and
